Multi-agency intelligence centers aggregating federal, state, and local
data into unified profiles. 80+ nationwide. Senate investigation found
them producing 'predominantly useless' intelligence while violating
civil liberties.

Aggregate ALPR, social media, financial, travel, criminal records, SARs,
tips. Real-time monitoring. Information sharing across all levels of
government. No standardized oversight.

Known Deployments
80+ centers nationwide. Every state has at least one. Funded by DHS
grants totaling billions since 2003. Often co-located with FBI Joint
Terrorism Task Forces. EFF Atlas: 81 documented deployments across 54
states. Top states: TX (8), CA (6), FL (3), PA (3), OH (3), MO (3), MA
(2), IL (2), MI (2), NV (2).
